Hasan Basri Çifci is an expert in public law.
His master’s thesis investigated the mechanisms of guarantees and debt assumption employed in the financing of public-private partnership projects. He obtained his PhD degree with a doctoral dissertation that focused on the principle of “no taxation without representation,” a fundamental constitutional tenet of taxation. Between 2020 and 2024, he served as a research assistant in fiscal law at Maltepe University Faculty of Law. Additionally, he was a visiting researcher at the Max Planck Institute for Tax Law and Public Finance in Germany and at the Centre for Law and Society at Cardiff University in the United Kingdom. Hasan Basri Çifci teaches law courses at various universities and has published his work on both national and international platforms in fiscal law, tax law, budget law, and public law.
